For more information, visit www.Telesat.Com.About the RoleThe Senior LEO Procurement Specialist will be responsible for the proper and timely procurement of LEO goods and services at the lowest possible price considering quality, delivery, service, risk and contractual terms.

In addition, the Procurement Officer will be accountable for negotiating, drafting and then managing complex high-value supplier purchase agreements, and related supplier relationships, across multiple procurement categories.The Responsibilities and range of activities may vary, but in general will include:Initiate, plan (including forecasting procurement requirements), develop and implement procurement strategies for attracting and selecting the best suppliers and acquiring an optimum and reliable supply chain as well as negotiating and obtaining the best price and the most beneficial terms and conditions from such suppliers.Initiate, plan and lead multiple large Request for Information (RFI) or Request for Proposal (RFP) engagements with prospective suppliers.

Assist the LEO engineering team with the preparation of the formal RFP and RFI documents and related Statement(s) of Work (SOW) documents.Support corporate cost savings goals and establish efficient and objective method(s) of tracking and quantifying progress in relation to such cost savings goals.Conduct effective negotiations with suppliers, including the drafting and negotiating of procurement contract documents such as letters of intent, approvals to proceed, non-disclosure agreements, and supplier contract documents.

Liaise with the finance, legal and engineering groups as required.Provide ad hoc quotes to members of the Telesat LEO team on tight timelines.Issue Telesat purchase orders to suppliers in an accurate and timely manner.Consistently develop, assess, and improve the Telesat LEO team’s procurement systems and processes.Establish, foster and maintain good working relationships and communications with all operating units within Telesat.Proactively review vendor compliance with contracted deliverables, and when required resolve non-compliance related disputes through skillful negotiations.Required Skills and ExperienceCompleted post-secondary studies in a related discipline; Minimum of 10 years of highly skilled and extensive hands-on procurement experience in drafting and negotiating complex contracts; Minimum of 10 years of experience procuring multifaceted high-value telecommunications services (Such as terrestrial networks & circuits, cross-connects, ENNI access and co-location hosting services), network and / or satellite equipment purchases, cloud services, software development and support services, software solutions, maintenance agreements, construction related agreements, consulting agreements, and landing-station leases on tight timelines and cost constraints; Extensive experience and success negotiating significant cost saving in multiple high-value procurement engagements; Procurement experience in a telecommunication or satellite business environment preferred; Excellent interpersonal and communications (verbal & written) skills;Strong knowledge of purchasing ethics, practices and policies; Ability to manage multiple complex procurement engagements on tight timelines; Able to comprehend, analyze and interpret contract terms and conditions, contract laws and principles; Considerable knowledge of contract laws and principles, commercial terms, purchasing and material management principles as well as general business management principles and practices; Able to analyzeand evaluate contractual issues and develop options and appropriate solutions; Experience using Enterprise Resource Planning (ERP) applications such as SAP, MS-Dynamics, Oracle and / or Workday, to procure corporate related goods and services; Proficient in Microsoft Word, Excel and PowerPoint.The successful candidate must be able to work in Canada and obtain clearance under the Canadian Controlled Goods Program (CGP).
