Senior specialist, it portfolio


This is a Full-time position in Ottawa, ON posted February 11, 2020.

This position can be located anywhere in Canada.

This position reports to the Analytics and Chief Data Officer team in our Office of the Chief Information Officer sector.

This sector leads our digital transformation to accelerate housing affordability.

About the role This position reports to the Transformation and IT Portfolio Manager and is responsible for overseeing, coordinating and/or leading IT projects within their assigned portfolio including the achievement of IT’s project commitments (scope, schedule, and budget).

For projects involving IT Partners and/or our Corporate PMO, the IT Portfolio Manager serves as the primary contact point within IT to coordinate, oversee, challenge, influence and ensure the planning and delivery of IT components on time, on budget and to specifications.

It also coordinates stakeholder input/participation as required to deliver IT activities and works with the business and our IT Partners to identify and help coordinate the timely resolution and escalation of project issues and risks.

You will ensure the readiness of IT and business groups to transition project work to Operations (Run State) and coordinates the identification and planning for the timely execution of project remedial work transitioned to Operations.

This will help us make housing affordable for everyone in Canada.

What you will be doing Portfolio Management :
• Responsible for consolidating IT changes within an assigned Application Portfolio for release planning purposes.

This includes working in collaboration with our IT Partner to identify logical grouping or bundling of application changes into releases to meet business needs and targeted completion dates.

This includes maintaining a forward looking release calendar for their portfolio.
• Responsible for validating/updating IT and business resource involvement and coordinating and consolidating IT input to support the development of Business Cases, Annual Planning and/or Project Planning activities.
• Contributes and supports the Manager in the setup of the Transformation and Portfolio Management function and related framework.

Proposes, defines and creates processes and artifacts to carry out Portfolio Management responsibilities.

Project Management and Reporting :
• Applies practical and/or established project and program management practices to oversee and/or manage the delivery of IT projects to achieve targeted outcomes (on time, on budget, to spec).

This includes applying project management expertise to evaluate and guide project delivery from planning to project closure.
• Applies project management methods and business intelligence to evaluate the health of the projects in the assigned portfolio.

This includes using project controls and monitoring techniques to track and/or validate project progress and produce project reports.

Ensures that reports are completed on time and organized as necessary for communication purposes.

Distributes reports to project stakeholders and Managers.
• Responsible for identifying and recommending actions items to help bring projects back on track and recommending continuous improvement opportunities to the Manager for consolidationand implememention across Portfolios and/or integration with IT Partner program/project practices.

Project Stakeholder Management :
• Works with Business Relationship Management to secure the engagement and commitment of business and IT groups in the delivery of IT projects.
• Engages stakeholders to discuss, obtain and/or ensure their active involvement in the delivery of projects including obtaining and consolidating feedback/input on project deliverables and gathering/discussing business issues and risks, progress reporting, etc.
• Works closely with the assigned project steering committee members, project sponsor and senior management to coordinate the timely discussion and resolution of project issues, identify business and/or IT risks and discuss suitable mitigation strategies and plans.
• Works in collaboration with Partner Project Managers to coordinate and ensure timely interactions and communications with stakeholders and/or assigned Partner IT teams, as required.

Risk and Issue Management :
• Works in collaboration with IT Partners and/or business and IT stakeholders to gather and identify risks, potential risk impacts on business, other IT groups or projects/portfolios and works closely with stakerholders and Partner Project Managers and their teams to identify suitable mitigations.
• Works in collaboration with IT Partners and help maintain (and/or maintains) risk and issues log to facilitate data extraction for reporting purposes.

This includes using formal processes and tools to manage/oversee the effective use of Issues and Risk Management practices and tools (Risk Log) to oversee, manage and ensure the timely resolution of risks and issues.

People Leadership (Human Relations Skills) :
• Understanding, influencing and/or serving people are important considerations in causing actions or acceptance by others.

Conditions What you will need
• Undergraduate degree in Business Administration, Computer Science, PMP certification or in a related discipline.
• Minimum of seven years of related work experience.
• Proven project and/or portfolio management experience.
• Proven ability to establish and maintain collaborative and good working relationships to influence and achieve outcomes.
• A trusted, results-oriented team player with proven problem solving and leadership skills.
• Good communication and written skills; able to shape communications to address/meet needs of targeted audience.
• Ability to interact and work effectively in a multi-tasking, deadline oriented, matrix based team environment.
