Procurement Specialist


This is a Full-time position in Ottawa, ON posted January 9, 2019.

altisProfessional is actively seeking an experienced Procurement professional for a potential opportunity with one of our Ministry clients located Downtown Toronto for a 3-6-month engagement. The successful candidate will have Public sector procurement experience, the ability to take initiative and “hit the ground running”, and exceptional interpersonal skills.

Roles and Responsibilities

  • Develop and administer purchasing tools to enable self-sufficiency and operational efficiency throughout all business units and functional areas.
  • Work collaboratively with regions to identify opportunities for standardization.Develop and maintain appropriate control mechanisms to monitor decentralized purchasing activities.
  • Plans, coordinates and performs all procurement functions within the organization and vendor communities.
  • Participate in the implementation, development and training requirements of organization wide procurement system implementation.
  • Establish sources of supply for broadly used goods and services to maximize value for money.
  • Provide professional purchasing expertise to business units and functional areas for complex purchases.
  • Develop and implement measures to monitor compliance with Broader Public Sector Procurement Directive.
  • Expand and administer continuous improvement of procurement process.Provide support to regions for all local and regional purchases including the execution of the public tender process and achievement of established goals.
  • Preparing complex types of bid documents including supply arrangement, request for standing offers and request for proposals.
  • Developing bid evaluation criteria.Manage contracts/supplies for all centralized procurement initiatives (VOR etc.).

Qualifications and Experience

  • Diploma or degree from a recognized post secondary institution in a relevant field.
  • SCMP designation is seen as an asset
  • 5 years senior experience in a complex, decentralized procurement environment.
  • Expert knowledge of the Public Sector procurement directives
  • Well developed leadership skills and a proven team player with demonstrated experience in Change Management.
  • Strong verbal and written communication, people management and team building skills.
