Performance Measurement Officer


This is a Full-time position in Ottawa, ON posted July 3, 2018.

Our federal government client is seeking an experienced Performance Measurement Officer to join their team for a temporary assignment.

Roles and Responsibilities

  • Coordinates and develops performance data on request from all Senior Management and provides advice on the interpretation of key indicators required to define and report results from the organization’s programs as well as provides professional expertise relating to program services and research needs.
  • Coordinates the collection, analysis, validation and preparation of data, for inclusion into corporate reports to central agencies including such reports as the Annual Report, the Reports on Plans and Priorities, the Departmental Performance Report (DPR), and the Performance Measurement Framework, for ad hoc reports required by management in support of administrative and business management requirements, and to respond to requests on the organization’s activities and to help prepare the organization’s position on issues to be discussed at parliamentary appearances.
  • Coordinates requirements on special projects and the conduct of analysis and evaluation of business performance indicators, and identifies trends and developments.
  • Leads the design, development and modification of reports tracking the administration of cases managed by the organization.
  • Participates in decision making processes relating to the elaboration of annual business plans, work plans and the development, implementation, modification and delivery of programs.

Qualifications and Experience

  • Principles and practices of performance measurement including techniques and approaches to facilitate the development of performance indicators and measures supporting results-based management.
  • Principles and practices of quality management to develop processes, mechanisms and procedures to identify discrepancies, errors and gaps in information systems and databases, and to recommend or decide on means to address data deficiencies.
  • Principles and practices of project management to design project plans, define resource levels, establish project milestones, deliverables and timelines, and to ensure that projects are delivered on time and within budget.
  • Trends and developments in data management, software and tools to enhance the capacity to process, manipulate and report statistical and research information.
  • The management frameworks of central agencies such as the Treasury Board Secretariat, and reporting requirements such as the Annual Report, the Report on Plans and Priorities, and the Departmental Performance Report to coordinate input into corporate reports using results based management frameworks.
