Director, Policy and Advocacy

Plan International Canada

This is a Full-time position in Ottawa, Ontario posted November 9, 2018.

Role: Director, Policy and Advocacy Organization: Plan International Canada Reports to: VP, Communications and Public Engagement Location: Ottawa (Some domestic and/or international travel required – not expected to exceed 20 days a year.) The Position In this role you will lead Plan International Canada’s strategy and coordination of policy, advocacy and government relations activities and manage the work of a dynamic policy and advocacy team.

With the direction of the Vice President, Communications and Public Engagement, you will be responsible for the daily operations of the policy and advocacy unit which positions Plan International Canada as the voice for child rights and gender equality at the federal and provincial level.

What does success look like?

Developing and implementing Plan International Canada’s national advocacy plans to drive policy, budget, legislative and behaviour change at local and national levels for the benefit of children, especially girls.

Leading the systemic analysis of the political environment and broad policy environment – federally, and to the extent required, provincially – in which Plan International Canada operates and of the implications of changes in the political and policy environment for the organization’s advocacy priorities and activities.

Leading the development of a monitoring and evaluation framework and key performance indicators to measure Plan International Canada’s influencing work and ensure its effectiveness and impact.

Planning and overseeing the writing of briefs, submissions, statements and other documents to federal ministers and officials and to parliamentary committees, and ensure their timely presentation including support and advice on strategy and tactics to other organizational units as required.

In collaboration with other teams, leading the development and coordination of advocacy and government relations events on the Hill and with key departments.

Proactively representing Plan International Canada; Developing and growing an ongoing liaison with ministerial staff, key MPs, key parliamentary and caucus committees, parliamentary staff and with key coalitions and networks to ensure Plan International Canada is well-positioned to advance children’s and girls’ rights.

As our ideal candidate you will have: Proven track record in advocacy, policy development, government relations, including demonstrated experience on Parliament Hill.

Clear understanding of Canada’s political landscape and international development policies (with a focus on child rights and gender) that impact the well-being of children.

Bachelor’s or Master’s degree, preferably with a specialization in political science, international development, public administration, public affairs, or public policy or equivalent professional experience.

Excellent English writing and presentation skills.

Bilingual French/English strongly preferred.

Demonstrated experience developing, implementing, monitoring and evaluating advocacy strategies at a national level.

Advanced abilities in networking, stakeholder engagement, alliance
– and partnership-building; diplomatic and effective influencer.

Strong organizational, project management, analytical and financial management skills.

Proven performance as a leader of high-achieving advocacy and policy team; Demonstrated people leadership and team building experience and skills.

Experience working in the not-for-profit sector, with a preference for international development or child rights fields; international work experience an asset.

Experience working directly with young people and youth activists a definite asset.

Team player with a positive attitude who can work as part of a multi-disciplinary team in a matrix environment.

Ability to work in a fast-paced environment and deliver ambitious results under tight deadlines.
