Director, Program Management

Canadian Blood Services (CBS) is a national, not-for-profit, charitable organization operating at arm’s length from government. Created in 1998, its primary mission is to manage Canada’s blood system, a supply chain which is linked to over 500 hospitals across Canada, performing a vital life-saving function. CBS holds a unique place in the Canadian health care system as Canadians rely on it to provide not only blood, but a range of biological products (fresh blood components, plasma derivatives, stem cells) and a suite of clinical services in the areas of stem cell and organ donation and transplantation, and laboratory diagnostics. In addition, the organization has a strong focus on its leadership role in innovation, knowledge creation and translation, and product and process development. Every day CBS strives to meet the needs and expectations of Canadians and Canadian health care providers who require its products and services, with an unwavering commitment to safety, quality, and innovation.

 

CBS is ensconced in an ongoing initiative to transform its IT Program Management Office (PMO) and IT Division in order to best engage business partners in the co-creation of innovative and value added technology solutions that support the strategic goals of the organization. To do so, the organization is striving to move from what is currently a reasonably conventional IT group to a modern and innovative bi-modal IT environment with Agile Methodology at its core that enables digital business. It is within this context that CBS is seeking its next Director, Program Management.

 

Based in Ottawa and reporting to CBS’ Chief Information Officer, the Director supplies strategic leadership and an enterprise view in the coordination of numerous concurrent IT projects while also facilitating the ongoing transformation of the IT PMO’s processes and methodologies to create modern and agile bimodal IT environment. Requiring a truly credible, collaborative and inspirational team leader, the Director supports and empowers an established and high performing team of ten Project Managers and Business Relationship Managers in CBS’ continuing journey to a program/project management delivery model that is sustainable, highly client focused, and consistently delivers value across the multi-stakeholder complexity of CBS’ pan-Canadian enterprise.

Required skills

As an ideal candidate, you possess a university degree in a relevant field combined with 10+ years of progressive leadership experience gained working in IT program or project management, ideally in a large and complex, highly regulated environment. CBS will benefit from your deep knowledge of Agile methodology and your previous experience leading the transformation of processes, tools, and the movement to a common approach that ensures a more nimble and non-traditional IS/IT PMO focused on innovation and client service excellence. A Project Management Professional (PMP) Certification is considered an asset.
